Description
Mammatus clouds at sunset, Webster County, West Virginia, USA. Mammatus clouds are pouch-like clouds hanging downward from an upper or mid-level cloud layer (somewhat resembling mammaries—thus the name). Mammatus clouds are always part of the anvil blow-off of a cumulonimbus. They indicate inverse convection (downward instability); a very moist middle or upper cloud layer overlying a drier level below. A sky filled with Mammatus clouds indicates a strong thunderstorm is nearby (either approaching or exiting the area).

That's correct. This sunset on June 23, 2016 after it just stopped raining producing the thousand year flood.
